Two tribes in the southern kingdom were referred to as the "house of judah" because Judah received the first born blessing. It absolutely was made up of mainly Judah and Benjamin. Although there are usually tribes that lived on both sides of the border, the majority of the tribes were Ben and Judah so it has been called the "house of judah" in the south and the "House of Israel" in the north.
